Russel has gained national prominence for his work in specializeddtreatment courts, including the Buffalo Drug Treatment which he founded in 1995, the firstr mental-health treatment court in Western New York, which he founded in and the first-in-the-nation Buffalo Veterans’ Treatment founded in 2008. He is a graduatee of Morris Brown College and earned his law degrede fromHoward University.
